New arrangements for Safeguarding Training at Levels 1 & 2 June 2010

In response to the Working Together to Safeguard Children, 2010, the Essex Safeguarding Children Board (ESCB) and the Essex Children's Trust Board (ECTB) initiated a review of the current arrangements for safeguarding training at Levels 1 & 2.

The ESCB and the ECTB had identified that there was not a consistent approach to safeguarding training at Levels 1 & 2 across the partnership and, in addition, there was no process in place to ensure that the training that is currently being delivered meets the standards for training and trainers set out by the ESCB.

The ESCB and ECTB, along with the Local Children's Trust Boards (LCTBs) have certain responsibilities with regards to safeguarding training arrangements across the County.  These responsibilities are explained in the document ‘Local Children's Trust Board Safeguarding Responsibilities'.

One of the responsibilities of the ESCB is to:

  • support and challenge the Essex Children's Trust Board (ECTB) and the Local Children's Trust Boards (LCTBs) on safeguarding and report on the effectiveness of local safeguarding arrangements.

The Essex Children's Trust Board delivered by the County Stay Safe Implementation Group has as one of its responsibilities to:

  • ensure a county-wide framework is in place for delivery of appropriate safeguarding training and advice.

One of the responsibilities of the LCTBs is to:

  • audit specific requirements and ensure appropriate training on safeguarding is delivered locally (led by the Integrated Working Implementation Group (IWIG) in each LCTB area) - including safer recruitment.

As a consequence, recommendations for a consistent approach to safeguarding training at Levels 1 & 2 have been developed and are included in the attached guidance. 

The review has been undertaken by a working group of staff from the local authority, but the ESCB and the ECTB want to ensure that there is an opportunity for partners to contribute to the review and the final recommendations.  The purpose of this briefing is to update partners on the outcomes of the review and to ask for feedback on the proposals.

The proposals for the new safeguarding training at Levels 1 & 2 are set out in the attached Guidance for Partners. 

We would ask you to consider the proposals contained in this guidance and let us have your feedback on the attached proforma by 31st July 2010.

Safeguarding our children and young people is of paramount importance so please take the time to read the proposals and provide us with your comments.

The final guidance will be taken to the ESCB for adoption in the middle of August, with implementation from September.
